Compromise reached during first round of trilogue negotiations on Forest Reproductive Material

Following technical meetings held in autumn 2025, a provisional agreement was reached between the co-legislators during the first round of trialogue negotiations on Forest Reproductive Material (FRM), which took place on 8 December 2025.

The legislation, originally proposed by the European Commission in July 2023, aims to support innovation and competitiveness in the EU seed sector while addressing sustainability, biodiversity, and climate-related challenges. After prolonged discussions in the Council, the General Approach was adopted in July 2025, paving the way for the trialogue phase. Negotiations were concluded swiftly during the first round.

The compromise text will now be examined—and possibly confirmed—by Member States’ ambassadors in the Council’s COREPER I on 19 December 2025. It will subsequently be submitted to the European Parliament’s AGRI Committee for a vote scheduled for 23–24 February 2026. A final vote in plenary will follow, with the date yet to be determined.
Once formally approved by both co-legislators, the new Regulation will be published.

The Regulation on Forest Reproductive Material focuses primarily on the traceability of source material and the establishment of EU-standardised certification. A key point of debate in both the Parliament and the Council has been the proposed requirement for contingency plans—a provision that EUSTAFOR has consistently criticised.

The provisional agreement has not yet been made publicly available but will be uploaded here as soon as possible.
