EU Publishes Directive on Soil Monitoring and Resilience
The European Union has published Directive (EU) 2025/2360 of the European Parliament and of the Council, dated 12 November 2025, on soil monitoring and resilience in the EU Official Journal on 26 November 2025. The measure will enter into force on 16 December 2025.
The Directive establishes an EU-wide framework for assessing and monitoring soil health, aiming to achieve healthy soils across Europe by 2050. It sets out definitions, monitoring methods, and reporting requirements for soil health, soil contamination, and soil management.
Key elements include:

Monitoring and assessment of soil health, soil sealing, and soil removal across soil districts.

Measures to improve soil resilience, including mapping of funding and support for landowners and land managers.

Identification, investigation, and management of contaminated sites, including public reporting and risk-based approaches.

Requirements for Member States to report data every six years to the European Commission and European Environment Agency.

Financial support through EU programs for implementation.
The Directive also provides for delegated acts by the Commission, public access to information, and evaluation of its effectiveness seven and a half years after entry into force.
This legislation marks the first EU-wide approach to soil protection, monitoring, and sustainable management, following proposals in the EU Soil Strategy for 2030.
