EUDR – Commission adopted Delegated Act on the product scope and Implementing Act on the Information System

Today the Commission adopted two measures to support the implementation of the EUDR, which will start applying at the end of December this year. A Delegated Act updates and simplifies the list of products covered by the Regulation, while an Implementing Act sets out the functioning of the Information System used to submit due diligence statements and simplified declarations. The updated Guidance, previously published only in English in May, has also been formally adopted today in all EU languages. 

Targeted changes to the product scope

The Delegated Act updates Annex I of the EUDR, following stakeholder consultation and public feedback. It removes cattle hides, skins, and leather, re-treaded tyres, soybeans for sowing, articles of vulcanised rubber, conveyor and transmission belts, and aircraft and motor vehicle seats from the scope of the Regulation. It adds soluble coffee, certain palm oil derivatives and frozen cattle tongues. All changes to the product scope have been assessed with the methodology presented in the Staff Working Document. It also clarifies that samples and products used for analysis, examination and testing are outside the scope and introduces targeted exemptions for specific categories of products.

To allow businesses sufficient time to prepare, the new products added to the scope will become subject to the Regulation from 30 December 2027. 

The Delegated Act will now be sent to the EU Parliament and the Council for the 2 months scrutiny period before entering into application in December.

Implementing Act on the Information System

The Commission also adopted the Implementing Act establishing the technical rules for the EUDR Information System. The updated system introduces simplified declarations for micro and small primary operators and updated technical specifications for automated application programming interfaces (APIs). Additional functionalities will be introduced later this summer.

The Information System reopened at the end of June. The Commission will continue to improve the system, update its documentation and offer training sessions for companies starting at the end of July 2026.
